JHA was retained by the City of La Porte Redevelopment Commission and the Engineering Department to complete remediation construction oversight (RCO) during brownfield remediation of the former Allis-Chalmers agriculture manufacturing site near downtown La Porte, Indiana. Following remediation, the site was redeveloped as “The Strand,” a $35MM mixed-use commercial and residential redevelopment. Remediation was completed with regulatory oversight by IDEM and development was completed in 2021.
As the City representative, JHA provided Construction Management as the property completed restoration following extensive remediation. JHA oversaw the excavation and off-site disposal of approximately 80,000 tons of impacted surface and subsurface soils, the treatment and stabilization of hazardous lead impacted soils for off-site disposal, the backfilling of excavated areas, and the construction of engineered barriers in accordance with IDEM regulations. Confirmation soil samples were collected to ensure excavation and landfill disposal activities achieved IDEM’s RISC objectives. In addition, JHA collected water samples in cooperation with the La Porte Wastewater Department for disposal of 22,000,000 gallons of on-site treated groundwater water to the City sewer system for discharge and final treatment at the local wastewater treatment plant. Constituents of concern for the project included: Volatile Organic Compounds (VOCs), Semi-volatile Organic Compounds (SVOCs), Metals, Polychlorinated Biphenyls (PCBs), and Polycyclic Aromatic Hydrocarbons (PAHs).
